Supervision Strategy

One of the main areas of activity of the Rail Authority consists in supervising entities the activities of which have an impact on the safety of the rail infrastructure and of the transport by rail and using other guided transport systems.

Under Commission Delegated Regulation (EU) 2018/761 establishing common safety methods for supervision by national safety authorities after the issue of a single safety certificate or a safety authorisation pursuant to Directive (EU) 2016/798 of the European Parliament and of the Council and repealing Commission Regulation (EU) No 1077/2012, supervision should focus on the activities which, in the experience of the Rail Authority, present the most serious risks or where these risks are the most difficult to control.

The supervision strategy objectives:

  • Establishment of effective measures to supervise the effectiveness of the safety management system until at least after the issue of the relevant decision authorising the given person to carry out the activity of an infrastructure manager or of a railway undertaking and thus to promote preserving the highest safety performance in the area under supervision
  • Supervision over the effective application of the safety management system by infrastructure managers and railway undertakings in part or to the whole of the railway system and of the correct application of the relevant CSM through the safety management system, including situations where the infrastructure manager or the railway undertaking is also the entity in charge of maintenance (ECM) of its own vehicles
  • Focus on ensuring that entities responsible for a risk are able to manage and mitigate that risk appropriately

Plan of inspection activities for 2024 in the area of safety certificates and the safety system

The Rail Authority, as a national safety authority within the meaning of Commission Delegated Regulation (EU) 2018/761 of 16 February 2018 establishing common safety methods for supervision by national safety authorities after the issue of a single safety certificate or a safety authorisation pursuant to Directive (EU) 2016/798 of the European Parliament and of the Council and repealing Commission Regulation (EU) No 1077/2012  (hereinafter referred to as "Regulation 2018/761"), carries out state supervision activities within the meaning of Annex I, point 2(c) of Regulation 2018/761 in accordance with Act 255/2012 Coll, the Inspection Act (Inspection Code) as amended and Regulation 2018/761.

The Rail Authority prepared a Plan of inspection activities for the year 2024 in the area of safety certification and the safety system.

The data given in the plan are indicative and may change and be supplemented during the semester. Entities will be given notice of a state supervision visit by the Rail Authority well in advance in accordance with Act 255/2012 Coll., the Inspection Act (Inspection Code) as amended.
